População paga “taxa de agiota” por causa da gastança do governo, diz diretor da IFI
Especialistas alertam que déficit fiscal crescente pressiona juros e compromete bolso dos brasileiros
O diretor-executivo da Instituição Fiscal Independente (IFI), Marcus Pestana, afirmou que a população brasileira está pagando uma espécie de “taxa de agiota” devido à gastança do governo federal, que tem elevado repetidamente o déficit fiscal e pressionado juros para patamares elevados. A declaração foi dada após o anúncio de que o governo cumpriu, formalmente, a meta fiscal de 2025, mesmo com um rombo de R$ 61,7 bilhões nas contas públicas.
Déficit recorde e impacto nos juros
De acordo com os dados do Tesouro Nacional, o rombo nas contas públicas em 2025 foi aproximadamente 32% maior do que em 2024, quando o déficit chegou a R$ 42,9 bilhões. Pestana alertou que esse resultado decorre de uma dinâmica de gastos superiores à arrecadação e da necessidade de o governo tomar empréstimos frequentes para financiar o déficit. Esse movimento eleva a demanda por crédito e, consequentemente, empurra para cima as taxas de juros, que já estão entre as mais altas do mundo.
“O governo, ao ficar no vermelho, precisa demandar empréstimos, crédito, e pressiona a taxa de juros — que, por sua vez, chega a patamares que são os maiores do mundo, são taxas de agiota que a gente paga pela fragilidade fiscal”, declarou Pestana em entrevista à GloboNews.
Contabilidade criativa e exclusões da meta fiscal
O cumprimento da meta fiscal anunciado oficialmente considera um intervalo de tolerância previsto no arcabouço fiscal, que permite variações de até 0,25 ponto percentual. Porém, o governo excluiu importantes despesas do cálculo, como precatórios (R$ 41,15 bilhões), ressarcimentos de aposentados e pensionistas (R$ 2,83 bilhões), gastos com defesa (R$ 2,5 bilhões) e educação (R$ 2,2 bilhões). Sem essas exclusões, o déficit poderia ultrapassar os R$ 79 bilhões.
Especialistas alertam que tais estratégias contábeis podem mascarar a real situação fiscal do país e criar uma falsa sensação de equilíbrio, enquanto a dívida pública continua a crescer.
Endividamento e projeções preocupantes
Segundo cálculos da IFI, a dívida pública bruta alcançou cerca de 79% do Produto Interno Bruto (PIB) em 2025 — um nível considerado alto para uma economia emergente. As projeções indicam que esse percentual pode chegar a 84% do PIB em 2027 e até 117% do PIB em 2035 caso a trajetória de déficits persistentes não seja revertida.
Para Pestana, equilibrar as contas exigiria a geração de um superávit primário de ao menos 2% do PIB, um desafio enorme em um cenário de eleições e pouco espaço para aperto fiscal no Congresso.
Efeito no bolso dos brasileiros
A consequência desse desequilíbrio fiscal se reflete diretamente na economia real: juros elevados encarecem o crédito, aumentando o custo de financiamentos e de operações de crédito no país. Esse efeito acaba por reduzir o poder de compra das famílias e impactar o consumo, além de retirar recursos que poderiam ser investidos em serviços públicos essenciais ou redução de tributos.
A discussão sobre a necessidade de ajuste fiscal deve ganhar ainda mais espaço no debate público, especialmente com as eleições de 2026 se aproximando e a expectativa de que candidatos apresentem propostas concretas para controlar a dívida e proteger o bolso da população.
