O ex-ministro José Dirceu afirmou que a chamada Faria Lima — referência ao centro financeiro de São Paulo onde estão grandes bancos e gestoras de investimento — foi “fiadora da irresponsabilidade” que culminou no colapso do Banco Master, em um artigo publicado recentemente em jornal nacional. Segundo ele, o episódio não pode ser tratado como um problema isolado de uma única instituição, mas como resultado de fragilidades estruturais do mercado financeiro brasileiro.
Dirceu sustenta que o caso Master, que levou à liquidação extrajudicial da instituição pelo Banco Central e envolveu acionamento histórico do Fundo Garantidor de Créditos (FGC), revela “uma crise estrutural da regulação do mercado financeiro e de capitais”. Segundo o ex-ministro, o modelo vigente teria promovido baixa supervisão, elevada opacidade e incentivos à tomada de riscos excessivos, transferindo prejuízos ao investidor comum.
Mercado autorregulado e regulação fraca
No texto, Dirceu critica a ênfase na autorregulação e a redução da atuação fiscalizadora de órgãos como o Banco Central do Brasil e a Comissão de Valores Mobiliários (CVM), afirmando que a visão dominada pela lógica de mercado favoreceu estruturas financeiras complexas e arriscadas. Para ele, esse ambiente facilitou a proliferação de produtos financeiros apresentados como seguros, mesmo sendo de alto risco, e consolidou a crença de que o Estado interviria em caso de crise sistêmica.
O ex-ministro também fez críticas diretas à atuação da Faria Lima, argumentando que o discurso dominante no setor financeiro brasileiro teria desestimulado reforços regulatórios sob a justificativa de que isso atrasaria a inovação e prejudicaria o desenvolvimento econômico. Para Dirceu, isso acabou por premiar práticas irresponsáveis que colocaram em risco investidores e a estabilidade do sistema financeiro.
