Ex-ministro do Esporte no governo Dilma tentou incluir Banco Master em proposta ao Minha Casa, Minha Vida
Ricardo Leyser Gonçalves apresentou ao Ministério das Cidades proposta de financiamento em parceria com o Banco Master para construir 20 mil casas no Rio Grande do Sul após enchentes, mas modelo não foi regulamentado
O ex-ministro do Esporte no governo Dilma Rousseff (PT), **Ricardo Leyser Gonçalves — também diretor da empresa **VBG Engenharia e Empreendimentos — apresentou ao Ministério das Cidades, durante a gestão do presidente Luiz Inácio Lula da Silva (PT), uma proposta que incluía o Banco Master como uma das instituições financeiras responsáveis por executar obras habitacionais pelo programa Minha Casa, Minha Vida. A iniciativa foi formalizada em um ofício encaminhado ao então ministro das Cidades, Jader Barbalho Filho.
No documento, datado de março de 2024, Leyser sugeriu que o Banco Master, junto com outros bancos privados como Banco Digimais e Banco Genial, pudesse assumir o “risco de contratação das construtoras” para a construção de 20 mil unidades habitacionais no Rio Grande do Sul, em resposta às fortes enchentes que atingiram o estado. A proposta previa principalmente atender cidades com até 80 mil habitantes, segundo o trecho obtido pela reportagem.
Modelo alternativo ao formato tradicional
A proposta defendida no ofício buscava um modelo de Oferta Pública Sub-80 que, conforme Leyser, permitiria que instituições financeiras privadas operassem de forma paralela e independente à Caixa Econômica Federal, que tradicionalmente lidera a execução do Minha Casa, Minha Vida. No texto, ele argumentou que bancos privados seriam “mais flexíveis e enxutos para atender às necessidades” de muitas prefeituras, e que isso poderia acelerar a entrega de moradias após desastres naturais.
Apesar das reuniões entre representantes da VBG e técnicos da pasta, o Ministério das Cidades informou que a modalidade nunca foi regulamentada e que não havia dotação orçamentária para a operação, o que impediu qualquer avanço da proposta no âmbito do programa federal.
Banco Master na mira de polêmicas
A tentativa de incluir o Banco Master neste tipo de operação ocorre em meio a um período de intensa crise regulatória e judicial envolvendo a instituição financeira, que foi alvo de liquidação extrajudicial pelo Banco Central em novembro de 2025 após a identificação de irregularidades bilionárias. O caso ganhou repercussão política ampla e tem sido investigado por órgãos como a Polícia Federal e comissões parlamentares, tornando qualquer menção ao banco foco de debate público.
Em sua defesa, Leyser argumentou que a iniciativa se baseava em “agenda pública” e que a proposta foi apresentada em nome de empresas e instituições regulamentadas pelo Banco Central, ressaltando que não houve remuneração ou pagamento por parte das instituições envolvidas para a formulação do ofício ao governo.
Até o momento, nem a VBG Engenharia nem representantes do Banco Master se manifestaram publicamente sobre essa tentativa de inclusão no programa habitacional.
