Deputado pede informações sobre possíveis rombos em previdências públicas de SP ligados ao caso Master
Parlamentar questiona TCE-SP, Ministério Público e procuradoria sobre aplicações de municípios paulistas no Banco Master que podem resultar em perdas para fundos previdenciários.
O deputado estadual Paulo Fiorillo (PT-SP) protocolou pedidos de informações junto ao Tribunal de Contas do Estado de São Paulo (TCE-SP) e ao Ministério Público de São Paulo (MP-SP) para obter dados sobre eventuais rombos e irregularidades em fundos de previdência municipais que aplicaram recursos no Banco Master, instituição que entrou em crise e foi alvo de investigação por irregularidades financeiras.
A iniciativa do parlamentar ocorre no contexto dos desdobramentos da crise do Banco Master, que terminou com a liquidação extrajudicial do banco pelo Banco Central em 2025 e um amplo impacto financeiro em diferentes segmentos, incluindo investidores privados e fundos públicos.
Segundo relatos da imprensa, municípios paulistas como São Roque, Cajamar, Araras, Santo Antônio de Posse e Santa Rita d’Oeste aplicaram recursos dos seus Regimes Próprios de Previdência Social (RPPS) em títulos emitidos pelo Banco Master — em alguns casos com valores superiores a R$ 80 milhões — em operações que, por não terem cobertura do Fundo Garantidor de Créditos (FGC), podem implicar perdas significativas caso os títulos não sejam resgatados integralmente.
Solicitações de Fiorillo
Na solicitação enviada ao MP-SP, Fiorillo pede que o órgão esclareça, entre outros pontos:
- Se existem procedimentos, inquéritos ou ações em andamento para apurar esses investimentos e suas consequências;
- Se está sendo analisada a conduta de gestores públicos, conselhos dos fundos de previdência e demais responsáveis pelas aplicações, conforme normas do Conselho Monetário Nacional;
- Se há investigação sobre a participação de consultorias, assessores ou intermediários financeiros responsáveis por recomendar ou estruturar essas operações;
- Se foi feita avaliação dos potenciais prejuízos aos cofres municipais decorrentes dessas aplicações.
O deputado afirmou que o objetivo é verificar a regularidade das aplicações, apurar responsabilidades e entender os impactos fiscais e previdenciários para os municípios envolvidos, classificando a situação como grave e que “precisa ser apurada com rigor”.
Crise do Banco Master e fundos previdenciários
A crise do Banco Master teve repercussão nacional, expondo fragilidades em investimentos de fundos públicos e privados. Regimes próprios de previdência de estados e municípios aplicaram cerca de R$ 1,86 bilhão em títulos do banco antes da liquidação, conforme levantamento de órgãos públicos.
No Rio de Janeiro, por exemplo, o fundo Rioprevidência investiu quase R$ 970 milhões em letras financeiras emitidas pelo Master, operação que acabou sob investigação da Polícia Federal por possível risco aos servidores aposentados e ativos.
A falta de cobertura do FGC para esses títulos eleva a importância de fiscalizações mais rigorosas e avaliação da responsabilidade técnica e legal dos gestores públicos que optaram por esses investimentos.
